10DLC Overview for Political Customers

What is 10DLC?

10DLC (10 digit long code) is a new requirement from the wireless carriers (Verizon, AT&T, T-Mobile, etc.). Basically, it involves registering your organization so the mobile carriers can separate legitimate texting traffic from spam. If you plan to use Spoke to send texts from local phone numbers after March 1st, 2022, you will need to register for 10DLC.

To register for 10DLC, political campaigns, PACs, or parties will need to provide:

  • Legal organization name
  • EIN / Tax ID
  • Physical address
  • Campaign Verify Token
  • You’ll also need to specify why you’re texting - i.e. fundraising, GOTV, event recruitment - and submit two sample initial messages.

Campaign Verify is the vetting organization responsible for confirming the identity of political campaigns, PACs, and parties. Learn more at

When will I register for 10DLC?

While you won’t register for 10DLC until you have your Scale to Win Spoke account, it can take up to two weeks to receive a Campaign Verify token. We recommend getting started with Campaign Verify early so there are no delays in texting!

How do I register with Campaign Verify?

To register with Campaign Verify, you will need to submit an online filing record. Get started by visiting and filling out the form. From there, you should receive an email with further instructions.

Do I have to register for 10DLC?

Yes, if you plan to send text messages using local phone numbers in Spoke after March 1st, 2022. Alternatively, you can register to send texts from toll-free numbers. You can read more about toll-free texting here.

Are there any costs associated with 10DLC?

Registering as a political entity for 10DLC comes with fees paid directly to Campaign Verify. Scale to Win will cover the other 10DLC fees associated with registering for the duration of 2022.

What if I can’t register for 10DLC?

If you’re a group without an online filing for Campaign Verify, without an EIN, or otherwise cannot register for 10DLC, texting on toll-free numbers (e.g. an 833, 844, 855, etc. area code) is available at no extra cost. You will need to go through a separate registration process to utilize toll-free. You can read more about toll-free texting here.

What if I’m a consultant who provides texting for my customers?

Our platform and registration process makes this type of use case easy. If you have multiple customers, you’ll need to register each of them individually. After you complete your Scale to Win contract, be sure to let our team know you’ll need to register multiple customers and we’ll be happy to walk you through the process!

What is toll-free texting?

Texting with a toll-free number means that instead of texting with a local area code, you’ll text from phone numbers with area codes like 833, 844, or 866 (you won’t ever be texting with a 800 number). These phone numbers otherwise look identical to the 10 digit phone numbers used for P2P texting.

Scale to Win has actually seen a general trend of increased deliverability, positive response rates, and fundraising numbers with toll-free.
