Texting at scale has ever-evolving rules and processes. To help you prepare for the upcoming year, we’re here to update you on a few changes that have already happened or will happen in early 2025. These changes will apply to any client using Scale to Win Text and any Dialer client who uses the texting add-on feature.
We’ll focus on the registration process for texting. Registration is a broad term we use to describe the process of acquiring phone numbers for texting at scale. The phone number could be local (10DLC) or toll-free. Which one you choose will depend on several factors, including your organization's type and specific needs.
This blog will cover changes happening with texting aggregators and carriers, including a friendly reminder to renew Campaign Verify tokens by January 31, potentially slower timelines for 10DLC phone number registration, and the sunsetting of unregistered texting as an option.

Update 1: Political Clients Need to Renew Campaign Verify Tokens
The change
All Campaign Verify authorization tokens created before November 15, 2024, will expire by January 31, 2025, and must be replaced before then to continue texting without interruption.
Why it matters
Campaign Verify tokens are only valid for a two-year election cycle, so it’s time to replace them if you plan to send texts in the next two years. Once you submit a new verification request and pay the $95 fee, the token will be valid through January 2027.
Recommended action
Visit the Campaign Verify website and click “Log In.” For more information, visit their FAQ page.

Update 2: Changes to 10DLC Approval Timelines and Requirements
The change
Over the past few weeks, we’ve seen delays with 10DLC registration processing and approvals. Because of carrier and aggregator policy changes, we have seen increased wait times and stricter requirements for campaigns and organizations.
Why it matters
Carriers and aggregators have recently implemented a longer review process for approving registered (10DLC) texting numbers, which could delay or impact your ability to send texts.
Recommended action
If you need to start texting quickly, we recommend registering for a toll-free number and a local (10DLC number). Following the instructions when filling out our registration form is crucial to give you the best chance for approval.
An essential part of a successful registration is having clear opt-ins on your website, a terms and conditions page, and a privacy policy.
Here are some of the key information you’ll need to show on your website to have your best chance at getting aggregator approval:
Offer an opt-in
- You offer a clear and direct opt-in opportunity on your website
- Mention that the opt-in is for texts specifically
- Must be explicit: can’t be an implied, hidden, or forced opt-in (for example, requiring a phone number on an interest form)
Consent language and forms
Any form on your website must include consent language that includes the following important information:
- Name of your organization
- The action the person is taking (typically, this is filling out a form)
- Types of texts the person will receive
- Frequency of texts
- Whether the texts will include donation asks
- Data rates
- Support instructions
- Opt-out instructions
- Privacy policy link confirming that you are not selling anyone’s number for marketing or promotional purposes

Update 3: Unregistered Texting (Quick Start) is Ending
The change:
Phone carriers are phasing out the use of unregistered numbers for texting over the next few weeks. This industry-wide change applies to any client using Scale to Win Text and the texting feature within the Scale to Win Dialer.
Why it matters:
Carriers will be blocking texts from unregistered numbers to enhance security and reduce spam.
Recommended action:
To avoid service disruptions, all clients must register for texting numbers (either 10DLC or toll-free) to send texts. If you want to send texts from the dialer and have not registered for 10DLC or toll-free before, please contact our support team here.
